Down, Around New York

Silence is when no one speaks.
Yesterday, tomorrow, a century ago it is all the same.
 The water never runs backward between parallel rails.
A weird vibration disturbs the air
 as a long lasting battle flares between two civilizations.
Neither shall gain victory.
 Now history has been redirected
  and we must take on the altered state of our own making.
Isn't progress ambiguous?
